tpi city picture formats

how do i create a tpi format or convert a picture to tpi tht will be acepted by the editor i can do the badges just fine as they are tga
and i can do players
but not city images can any one help me on tht please ty

A special tool is needed to do the conversion. I have one but I never succeeded to make it work:

You can save your city and stadium images in JPG format.

And I would love to be able to convert the .tpi to jpg or bmp... If you have a tip, I'm interested.
